The key to achieving the new industrial revolution is intellectualization, which requires China to improve its infrastructural¹ level from "made in China" to "created in China" and to "intelligent manufacturing in China".

实现新工业革命的关键在于智能化，我国将经由“三步走”——从“中国制造”到“中国创造”再到“中国智造”——将基础设施建设推向新的水平。

 

我们的产品热销全球，被誉为“世界工厂”，但一提到“中国制造”，往往令人联想到科技含量低下、价格低廉的商品（inexpensive manufactured goods with low technological² content）。中国拥有核心科学技术或独立知识产权的企业（enterprises with core technology or independent intellectual property rights）也少之又少，国内许多行业对外来技术的依赖占到了50%以上，而在美国、日本等发达国家，这一数字仅为5%。

 

国内企业作为原始设备制造商（original equipment manufacturers）利润稀薄，主要原因在于他们没有独立品牌、独立设计和独立核心技术。中国想重构全球产业链条（global industry chain）就必须从加工工厂（processing factory）转变为创新基地（innovation base）。
