近日，德国大众深陷“排放作弊丑闻”（emissions cheating scandal），大众已经承认，1100万辆柴油汽车（diesel vehicles）安装了专门应付尾气排放检测的“失效保护器”（defeat device），也就是一种发动机尾气排放操控软件。
 
该软件的运行机制是，一旦发现汽车处于检测环境（laboratory conditions），“失效保护器”将被关闭，此时汽车电控系统运行“检测校准”（dynamometer calibration）设备，从而保证车检过关；平时行驶时，“失效保护器”会被启动，汽车电控系统运行另一个“上路校准”（road calibration）设备，汽车排放控制系统的工作效率大幅降低，导致排放超标（excess emission）情况发生，最高达到美国法定标准的40倍。
