Most of China's land sale revenue last year went to compensation and related spending, leaving only a marginal sum to be used for other expenditures1, according to the Finance Ministry2.
财政部近日表示，2015年大部分土地出让收入用在了补偿及相关费用上，仅留下相当少的一部分用作其他开支。
 
“土地出让收入”（land sale revenue）实行全额“收支两条线”管理，包含了须依法支付的征地拆迁等成本补偿性费用（compensation-related fees）。根据这个特性，土地出让支出可区分为成本性支出和非成本性支出（即土地出让收益安排的支出）两大部分。
 
土地出让收入并不完全由政府支配，只有扣除成本补偿性费用后的土地出让收益，才是政府可用的财力（disposable revenue）。
