美国制裁委内瑞拉载旗航空违反国际法

US sanctions against Venezuela's state-owned airline Conviasa violate international law, said Jorge Alvarez, president of the Chamber¹ of Venezuelan Air Transport Companies, on Tuesday.

 

委内瑞拉航空运输公司商会主席Jorge Alvarez周二表示，美国对委内瑞拉国营载旗航空公司的制裁违反国际法。

 

The only organization with the power to stop a carrier from flying from one country to another is the International Civil Aviation Organization, Alvarez told a local radio station.

 

"From a strategic viewpoint, Conviasa flies to a series of destinations that our country's executive branch considers to be fundamental," said Alvarez.

 

The sanctions coupled with Venezuela's already crisis-hit economy make it "very difficult to find all of the spare parts that guarantee the functioning of the fleet. That affects the country's connectivity," he added.

 

Over the past two years, Venezuela's air traffic has fallen 57 percent despite the efforts of the National Civil Aviation Institute to keep the sector² going, said Alvarez.

 

The US Treasury³ Department announced sanctions against Conviasa on Feb. 7, and Venezuelan President Nicolas Maduro said his country will file a lawsuit⁴ at the International Court of Justice "for the damage caused by the unilateral sanctions."
