　　Having considered the proposal submitted by the State Council for authorizing the People's Congress of the Municipality of Shenzhen and its Standing Committee and the People's Government of Shenzhen to formulate regulations and rules respectively for the Shenzhen Special Economic Zone， the Second Session of the Seventh National People's Congress decides that the Standing Committee of the National People's Congress shall be authorized to deliberate the above proposal submitted by the State Council and make appropriate decisions after the People's Congress of the Municipality of Shenzhen and its Standing Committee are formed through election according to law
