李克强在演讲中明确表示，中国反对expansion（扩张）和 hegemony（霸权）。他指出，中国的目标就是在本世纪中叶前建成moderately developed country（中等发达国家），这需要一个long-term peaceful and stable external environment（长期和平和稳定的外部环境）。

 

李总理指出，将通过targeted regulation（定向调控）让经济在合理区间内波动，而不是large stimulus³ packages（大规模经济刺激方案）。他保证中国不会出现hard landing（硬着陆）。
