商务部就中国“入世”相关热点问题进行回应

今年是中国加入世贸组织20周年(the 20th anniversary of China's accession to the WTO)。10月28日，商务部有关负责人就中国“入世”相关热点问题进行了回应。

 

商务部副部长兼国际贸易谈判副代表王受文表示:

 

China has fully¹ and effectively fulfilled its World Trade Organization commitments and earned wide recognition from the director-general of the WTO and the vast majority of WTO members.

中国已完全履行加入WTO时作出的承诺，WTO几任总干事及大部分WTO成员都对此给予充分肯定和普遍认可。

 

在积极对接WTO规则(align itself with the WTO rules)方面，王受文举例说，中国加入WTO后，需要修改相关法律、法规和政策(revise relevant laws, regulations and policies)使之符合WTO规则。为此，中央政府清理的法规和部门规章有2000多件，地方政府清理的地方性政策法规有19万多件。

 

在开放市场(open its market)方面，王受文介绍，中国“入世”时(at the time of China's entry into the WTO)货物进口关税为15.3%，承诺“入世”后降到9.8%，而目前中国进口关税总水平（overall tariff² level）只有7.4%，“低于所有发展中成员，接近发达成员水平（lower than that of all developing members and close to that of developed members of the organization）”。在服务领域（the service sector），中国承诺在2007年开放9大类100个分部门，但实际开放接近120个分部门，“超过所作承诺”。

 

此外，在遵守规则(abide by the rules)方面，为加大对知识产权保护力度(strengthen protection of intellectual property rights)，中国在很多地方设立知识产权法院或法庭(intellectual property courts)。中国还及时向世贸组织通报国内法规调整和实施情况等。
