　　People's government of the province, autonomous¹ region and municipality directly under the Central Government, ministries² and commissions of the State Council, organizations directly under the State Council:

　　In accordance with the Restructuring Plan for State Bureaux (Administrations) under the Management of the State Council's Ministries and Commissions approved through deliberation at the First Plenary Meeting of the State Council, the organizational structure of state bureaux (administrations) under the management of ministries and commissions is hereby circulated as follows:

　　State Grain Reserve Bureau, under the management of State Development Planning Commission;

　　State Internal Trade Bureau, under the management of State Economic and Trade Commission;

　　State Coal Industry Bureau, under the management of State Economic and Trade Commission;

　　State Machine-Building Industry Bureau, under the management of State Economic and Trade Commission;

　　State Metallurgical Industry Bureau, under the management of State Economic and Trade Commission;

　　State Petroleum³ and Chemical Industry Bureau, under the management of State Economic and Trade Commission;

　　State Light Industry Bureau, under the management of State Economic and Trade Commission;

　　State Textile Industry Bureau, under the management of State Economic and Trade Commission;

　　State Building Materials Industry Bureau, under the management of State Economic and Trade Commission;

　　State Tobacco Monopoly Bureau, under the management of State Economic and Trade Commission;

　　State Bureau of Foreign Experts Affairs, under the management of Ministry⁴ of Personnel;

　　State Oceanography Bureau, under the management of Ministry of Land and Natural Resources;

　　State Bureau of Surveying and Mapping, under the management of Ministry of Land and Natural Resources;

　　State Postal⁵ Bureau, under the management of Ministry of Information Industry;

　　State Bureau of Cultural Relics⁶, under the management of Ministry of Culture;

　　State Administration of Traditional Chinese Medicine, under the management of Ministry of Public Health;

　　State Administration of Exchange Control, under the management of the People's Bank of China;

　　State Administration for Entry and Exit Inspection⁷ and Quarantine, under the management of the General Administration of Customs.

　　The State Secrets Bureau and the Office of the Central Secrets Commission will be merged⁸ into one with their respective names retained and included into the subsidiary institutions of departments under the CPC Central Committee.

　　The State Aerospace⁹ Bureau and the State Atomic Energy Agency will retain their names as institutions under the Commission of Science, Technology and Industry for National Defence.

　　The State Language Work Committee will be merged into the Ministry of Education and retain its name in external contacts.
