自12月11日起，中国将对外开放国内原油、成品油的批发经营权，一改中石油和中石化两大集团集中批发成品油的局面。从此，具备条件的企业都可以从事原油、成品油的批发经营，国内石油市场将逐步形成国有大型石油公司、跨国石油公司和社会经营单位共同参与的格局。
