据媒体报道，美国政府近日批准雷神、洛克希德•马丁公司执行布什政府2008年10月宣布的军售计划，向台湾出售“爱国者-3”反导系统等武器装备。有关专家表示，美国的行为虽违反了中美三个联合公报和《中美联合声明》的原则，但不会对中美关系构成极大影响。

A professor with Peking University said the Obama administration actually has been quite cautious in its decision on the arms sale. "The US has not touched upon weapons which would be the most destructive to mainland security, including F-16 fighters and diesel-electric submarines," he said.

北京大学一位教授表示，奥巴马政府在对台军售的决策上其实非常谨慎。他说：“美国并没有向台湾出售F-16战斗机和柴油发动机潜艇等会对大陆国防安全造成极大威胁的武器。”

文中的arms sale就是指美国的对台“军售”，而军事对立双方的“军备竞赛”则是arms race。此次美国向台湾出售的包括可以击落short-range missiles（短程导弹）的Patriot air-defense missile systems（爱国者反导系统）。2008年10月该计划宣布后，曾一度导致中美halt military ties（中断军事往来）。而此次，专家则表示，中美bilateral relations（双边关系）不会受到太大影响。此次美国对台军售有可能是受到美国mid-term election（中期选举）临近的影响。

中国近日成功进行了missile interception² test（反导试验/导弹拦截试验），西方媒体纷纷猜测中国意图，但有关方面表示此次试验是defensive in nature（防御性的），不会导致中美military confrontation³（军事对抗）。
