The National Tourism Administration¹ will pilot a freelance tour guide program in Shanghai and eight other provinces beginning from May, in an attempt to reduce the number of shopping trips, which tourists frequently² complain about. 

国家旅游局将自今年5月起，在上海和其他八个省市开展导游自由执业试点工作，以减少游客经常抱怨的购物游。

 

这里的freelance tour guide就是指的导游自由执业，freelance指的是自由职业者，比如freelance journalist就是指的自由撰稿人，freelance writing jobs就是指自由撰稿的工作。类似的还有freelance photographer（自由摄影师）、freelance writer（自由作家）等等。
