　　Since 1986, three five-year plans for publicity² and education in the legal system have been implemented⁴ nationwide, and as a result the citizens' awareness⁵ of the legal system has been noticeably enhanced and all social undertakings⁶ have been steadily⁷ conducted in accordance with law, and publicity an education in the legal system have played a positive role in putting into practice the basic strategy for ruling the country by law. To meet the requirements of the socialist⁸ modernization⁹ drive in the new century, to smoothly¹⁰ implement³ the Tenth Five-year Plan for Economic and Social Development, and to actively¹¹ advance the building of socialist democracy and legal system, it is necessary to carry out the fourth five-year plan for publicity and education in the legal system from 2001 through 2005 among all the citizens. In order to guarantee and promote economic development and the smooth and sound development of all social undertakings, it is necessary to carry out deep-going publicity and education in the legal system, to publicize and study Deng Xiaoping Theory on the building of a democratic legal system, the basic strategy of running the country by law, and the Constitution and laws, to steadily push forward the administration of affairs in accordance with law, to further enhance citizens' understanding of laws and raise the level of administration according to law in the whole society, and to make greater efforts to observe laws, enforce law strictly¹², and penalize¹³ all violations¹⁴ of laws. For this purpose, the following resolution is adopted：

　　（1）Continue to publicize, in a deep-going way, the need to study the Constitution, in order to enhance the citizens' awareness of the Constitution. Efforts should be made to disseminate¹⁵ knowledge about laws and regulations which are closely related to the rights and obligations of citizens, so as to enhance their awareness of the need to abide¹⁶ by laws and regulations and to protect themselves in accordance with law. With stress on the central task of the Party and the State, to publicize the laws and regulations governing the socialist market economy, publicize the laws and regulations which provide the guarantee for, and serve to promote, the development of the west region, publicize the laws and regulations which the citizens should be familiar with following China's entry into the World Trade Organization, and publicize the laws and regulations formulated¹⁷ for maintenance of better public order and social stability-all for the purpose of enhancing citizens' awareness of the need to fight against illegal acts and crimes and creating good legal environment for reforms, development and stability. Adhere to the principles of combining the running the country by law with the running of the country by virtue¹⁸ and combining education in the legal system with education in ideology¹⁹ and ethics²⁰, and synchronizing²¹ the building of socialist democratic legal system, and the socialist ethical²² and material progress.

　　（2）All citizens shall receive education in the legal system. Stress should be placed on such education conducted with redoubled efforts among the leading cadres at all levels, judicial²³ officials, administrative²⁴ law-enforcing officials, juveniles²⁵ and managers and administrators²⁶ of enterprises. Leading cadres at all levels should, in particular, take the lead in studying, abiding²⁷ by and applying laws, enhance their awareness of the legal system, especially their awareness of the Constitution, and see that they themselves make decisions and administer affairs according to law. Judicial officials and administrative law-enforcing officials should intensively study and skillfully master the laws and regulations related to their work, and they should be impartial²⁸ in enforcing laws, administer affairs according to law, conscientiously²⁹ uphold the uniformity and authoritativeness³⁰ of the legal system, and protect the citizens' legitimate³¹ rights and interests. The juveniles should receive education in the legal system from the very beginning of their schooling³², and during the period of the nine-year compulsory³³ education, they should master the basic knowledge about laws which citizens are expected to understand. The managers and administrators of enterprises should make efforts to study the laws and regulations which are related to their businesses and enhance their awareness of the need to manager and administer affairs according to law.

　　（3）Publicity and education in the legal system constitute the fundamental work for running the country according to law and for building a socialist country under the rule of law. To carry out the fourth five-year plan for publicity and education in the legal system, it is necessary to follow the guideline of running the country according to law, and to closely combine the study with the application of laws, and the publicity and education in the legal system wit the practice of administration according to law. The local authorities should administer affairs according to law, in order that the administration of the affairs in all fields are gradually legalized; all departments should administer their affairs according to law and incessantly³⁴ raise their level of administration and management according to law; and grassroots organizations should administer affairs according to law, correctly handle the contradictions within the ranks of the people, maintain social stability, and push forward the development of democracy at the grassroots level; with stress on the central task of the Party and the State, the affairs in special fields should be administered according to law in different forms, so as to promote the smooth and sound development of all undertakings.

　　（4）Publicity and education in the legal system should be closely connected with the situation, and should be conducted with a clear aim in mind. The departments of culture, the press, publishing radio, film and television should play their role of the media to the full, conduct multi-forms of publicity and education in the legal system in a lively manner, in order to bring about a sound atmosphere for public opinion on the legal system. The role of the residents' committees, villagers' committees and other grassroots organizations should be brought in to full play, in order to carry the publicity and education in the legal system to every household.

　　（5）The task of more intensive publicity and education in the legal system among all the citizens must be fulfilled under the leadership of the Chinese Communist Party and by mobilizing and relying on all sectors³⁵ of the society. All government departments and the armed forces, political parties, public organizations, enterprises, institutions, and schools of all types should attach great importance to publicity and education in the legal and take an active part in the endeavor. They should work together, with their tasks clearly defined, improve their systems and pay attention to the practical results.

　　（6）People's congresses at different levels and their standing committees should exercise strict supervision³⁶ over the publicity and education in the legal system and over the administration of affairs according to law, listen to reports in this connection conduct inspections³⁸, investigations³⁹ and study and inspection³⁷ of law enforcement, and see to it that this resolution is put into effect.
