2006 is the opening year of the Eleventh Five-Year Planning, the
Ministry1 of Commerce will take active measures to settle major problems of policies affecting export of agricultural products, create favorable environment of policies and trade and improve the
promotion2 mechanism3 of export.
1, to expedite the launching of capital for agricultural trade promotion. In Oct. 2005, the Circular on Printing the Issuing the Provisional Measures for Administration of the Capital for Promoting the Trade of Agricultural, Light Industry and Textile Products was issued together by the Ministry of Commerce and the Ministry of Finance of the People's Republic of China, and the Capital will be formally launched in 2006, and will be used for upgrading the quality and security level and enhancing the international competitiveness of Chinese agricultural products in form of promoting enterprises to set up a quality tracking-down system,
implementing4 product and production system certificate and encouraging export of organic agricultural products, special agricultural products and deep-processing agricultural products.
2, to provide financial support to export of agricultural products. The Ministry of Commerce and Ministry of Finance will confirm a policy financial institution to provide financial support to the export of agricultural products to solve the difficulties of enterprises in financing, and will launch the work of
demonstration5 in Shandong Province within 2006.
3, to perfect the public service system for export of agricultural products, to launch enterprises training,
actively6 respond to new regulations on food security and
sanitation7 in Japan and EU. In the first half 2006, the Ministry of Commerce will maintain holding trainings in main export areas to respond to positive list system of Japan and the new regulations of food safety of EU (now trainings in Beijing, Shandong, Fujian, Zhejiang and Liaoning were finished), the training plan of 3000 people were
accomplished8,
helping9 local areas and enterprises to master more information as soon as possible and timely adjust the production to lighten the
adverse10 effect. The Ministry will further broaden area of information service, increase service products and plan to compile and finish export guidance for 25 products, monthly report for 20 to 25 major export commodities and monthly report of market information of over 40 main importers, to compose and publish the analysis report for export of agricultural products every month and other public information products. Besides, the Ministry will utilize capital of non-commercial exhibitions to go on supporting enterprises engaging in export of agricultural products to participate international exhibitions
