Speaking at the ASEAN Summit Thursday, Premier¹ Li Keqiang said that China & ASEAN members have identified a dual-track approach for dealing² with the South China Sea issue. They will work to agree upon a code of conduct in the South China Sea.

 

李克强总理周四在东亚峰会上表示，中国与东盟国家明确了处理南海问题的“双轨思路”，努力早日达成“南海行为准则”。

 

“双轨思路”即dual-track approach。李克强表示，处理南海问题时，有关具体争议应由直接当事国通过谈判和协商解决（negotiations³ and consultations⁴ by countries directly concerned）。各方应同意积极开展磋商（actively⁵ carry out consultation），争取在协商一致的基础上（on the basis of consensus）早日达成“南海行为准则（a code of conduct in the South China Sea）”，并已取得早期收获（early harvest has been achieved）。中方倡议有关国家积极探讨共同开发（relevant countries actively explore joint⁶ development），有效管控分歧（management differences）。
