When you and someone else make arrangements to hang out but the plans are not officially made, therefore they can diminish¹ like a cloud in the sky. This is called “cloud plan”.

你和某人安排了要一起出去玩，但没有制定正式的计划，也就是说你们的计划随时都可能像天上的云朵一样随风飘散。这就是“云朵计划”。
