A document on how to improve government transparency in 2010, recently issued by the general office of the Guangdong government, stipulates¹ that financial departments at all levels in the province are required to publicize their budgets so the public and media can better supervise spending.

广东省政府办公厅日前印发了有关在2010年如何增进政府透明度的文件，其中规定，省内各级财政部门都需要实行预算公开，以便让公众和媒体可以更好地对财政支出进行监督。

文中的publicize budget就是指“公开预算”，也可以用make the budget public，或者release/disclose budget来表示。这是我国推进government transparency（政务透明）的一项重大举措。而在此之前，我们很难在budget report（预算报告）中看到具体细节。据报道，去年我国的budgetary income（预算内收入）达到6.8万亿元。

在制定annual budget（年度预算）时，需要合理地规划budget deficit²（预算赤字）。如果需要定期付账，还需要准备一个budget account（预算账户）。

如果称一个人为fussbudget，那就是说他也太“大惊小怪”了。我们知道fuss是对于鸡毛蒜皮的琐事斤斤计较的意思；而budget最早指“包包”，通常是那种皮袋、钱夹或者小包袱，也有类似备货、供应的意思。我们就不难看出，fussbudget就是对小事情也“备”了一大堆（包）埋怨和不满了。
