Doctors and patients will be required to sign an agreement before treatment in which the doctor vows¹ he or she will not ask for money, and the patient vows he or she will not attempt to hand over bribe² money.

 

医患双方须在就诊前签署协议，医生保证不向患者索要红包，患者保证不向医生送红包。

 

上述报道提到的协议就是hongbao stipulation（红包协议），也可以称作anti-bribery agreement，该协议签署后会保存在患者的medical records（医疗档案）中。

 

该意见公布后引发了mixed reaction（各种不同反应）。有人说这样的协议是more symbolic³ than realistic（形式意义大于实际意义），因为收送红包从来都是under-the-table practice（暗箱操作行为），没有人会公开告诉别人的。另外也有人表示是因为医生收入太低，才会导致红包盛行。为此，北京市一些今年大幅提高医生的consultation fee（治疗费），以帮助医生增加收入。
