The country will cancel official cars for general use and will only keep "necessary" official vehicles for law enforcement, confidential¹ communications, emergency services, special and technical needs, and other uses under the stipulation².

 

国家将取消一般公务用车，只保留“必要的”公务用车，如执法执勤、机要通信、紧急服务、特殊工作用车。

 

新条例将取消official cars for general use（一般公务用车），取而代之的是向公务人员发放transportation subsidies（交通补贴），严格禁止spending before budgeting（无预算或超预算支出）和 overspending（消费超支），government buildings（政府大楼）不得建成city landmarks（城市地标），禁止官员use public funds to travel abroad in the name of official business（以公务为名用公款出国旅游）。

 

早在去年，政府就对“三公”消费作出了严格规定，“三公”即official receptions（公务接待）、official vehicles（公务用车）和official overseas trips（因公出国）。如今细则不仅对“三公”消费作出了限制性规定，而且对Party and government meeting（党政机关会议）和official buildings（办公用房）的支出也作出了明确规定。

 

2007年政府就严令禁止tourist junkets（公款旅游），2010年政府开始对government car（公务用车）进行改革，2011年禁止using government cars for private purposes（公车私用）再度成为焦点，2012年政府规定“三公”消费超支者将被降级或撤职。
