近日,“东数西算”工程正式全面实施。
China has approved projects to build eight national computing1 hubs and approved plans on 10 national-data center clusters, indicating the completion of the overall layout for the national integrated big-data center system. The projects were approved by the National Development and Reform Commission and three other central departments, indicating a strategy is in full swing to channel more computing resources from the eastern areas to the less developed western regions.
国家发展改革委、中央网信办、工业和信息化部、国家能源局近日联合印发文件,同意启动建设8个国家算力枢纽节点,并规划了10个国家数据中心集群。至此,全国一体化大数据中心体系完成总体布局设计,“东数西算”工程正式全面启动。
The eight national computing hubs will be built in the Beijing-Tianjin-Hebei region, the Yangtze River Delta2, the Guangdong-Hong Kong-Macao Greater Bay Area, the Chengdu-Chongqing economic circle, north China's Inner Mongolia Autonomous3 Region, southwest China's Guizhou Province, northwest China's Gansu Province and Ningxia Hui Autonomous Region.
8个国家算力枢纽节点将在京津冀、长三角、粤港澳大湾区、成渝、内蒙古、贵州、甘肃、宁夏启动建设。
The eight national computing hubs, as the backbone4 connection to China's computing network, will develop data-center clusters, carry out collaborative construction between data centers, cloud computing and big data, and bridge the gap between eastern and western regions in computing resources.
8个国家算力枢纽节点将作为我国算力网络的骨干连接点,发展数据中心集群,开展数据中心与网络、云计算、大数据之间的协同建设,并作为国家“东数西算”工程的战略支点,推动算力资源有序向西转移,促进解决东西部算力供需失衡问题。
Noting that most of China's data centers are distributed in the eastern regions at present, NDRC official Sun Wei said that shortages of land and energy resources in these regions pose a threat to the sustained development of the data centers.
国家发展改革委高技术司副司长孙伟说,我国数据中心大多分布在东部地区,在土地、能源等资源紧张的形势下,在东部大规模发展数据中心难以为继。
In contrast, China's western regions are rich in resources, especially renewable energy, and have the potential to nurture5 the development of data centers and meet the needs of data computing in the eastern regions, Sun said.
而我国西部地区资源充裕,特别是可再生能源丰富,具备发展数据中心、承接东部算力需求的潜力。
"Like with the South-to-North Water Diversion Project and the west-east power transmission program, we should give full play to the advantage of the country's system and mechanism6 to make integrated arrangements at the national level," Sun said.
“要像‘南水北调’‘西电东送’一样,充分发挥我国体制机制优势,从全国角度一体化布局,优化资源配置,提升资源使用效率。”孙伟说。
"The implementation7 of the project is conducive8 to promoting the green development and utilizing9 green energy in the western regions, and continuously optimizing10 the energy efficiency of data centers," Sun said.
“东数西算”有助于促进绿色发展,和就近消纳西部绿色能源,同时将持续优化数据中心能源利用效率。
In the next stage, China will focus on improving the influence of the eight national computing hubs to drive the integrated and coordinated11 development of data computing across the country.
下一步,将聚焦提升8个算力枢纽的影响力和集聚力,牵引带动全国算力一体化协同发展。
Along with big-data sector12 growth, the Ministry13 of Industry and Information Technology has unveiled a plan for the industry during the 14th Five-Year Plan period (2021-2025). It forecasts that China's big-data industry will exceed 3 trillion yuan (about 474 billion U.S. dollars) by the end of 2025, with a compound annual growth rate of around 25 percent.
近年来,我国大数据产业迅猛发展。去年11月,工信部发布的《“十四五”大数据产业发展规划》提出,到2025年,我国大数据产业测算规模突破3万亿元,年均复合增长率保持在25%左右。
