Chinanews, Shanghai, Sept.26 – Recently, the State Administration of Radio, Film and Television (SARFT) sent several notifications urging local radio and TV stations to stop broadcasting programs that contain sex contents. It even published some detailed1 rules to try to regulate the broadcast of show programs. However, despite these efforts, some local radio and TV stations have continued to broadcast sex programs. Earlier, SARFT criticized seven local radio and TV stations for broadcasting sex programs. Recently, three more local radio stations were urged to stop broadcasting their sex programs, the News Times reported.
Why could sex programs repeatedly appear in radio and TV stations? According to Yuan Fang2, a general manager at CCTV's media research agency, such acts were prompted by economic gains. “I noticed that most of these sex programs were not made by staff members of the radio or TV stations. Rather, they were sort of advertisements made by manufacturers. However, since staff members of the radio or TV stations had not made a strict check on these ads, they could finally be shown on TVs,” Yuan explained. Professor Gu Xiaoming at Fudan University said such acts were prompted by two reasons. “One is local protectionism. I think that all local radio and TV stations knew the notification issued by SARFT. However, in some places, local radio and TV stations realized that these programs had a relatively3 high rating. So they continued to broadcast them. Secondly4, the local radio and TV stations had received sponsoring funds in broadcasting these programs. If they cancelled the program, they might lose the fund, which was a thing that they were reluctant to do.” Yuan Fang said as most of the sex programs were made by manufacturers in order to promote their product sales. If such programs had been made by media workers, they might not have appeared low in taste as they were. However, on the other hand, he stressed that there was no need for media workers to make any programs aimed at educating people in sex knowledge. “I think radio and TV stations are public media and no sex programs should appear on these public media agents. If young people want to learn any knowledge about sex, they may learn it at school,” Yuan said.
