Informers' report help crack functional crimes in Shanghai

Chinanews, Shanghai, June 15 - According to Shanghai Municipal People's Procuratorate, 419 cases of functional1 crimes have been cracked in the last 13 months, about 1/3 of which were cracked based on informers' reports or accusations2. In fact, a total reward of 417 thousand yuan had been issued to 398 informers there from 2004 to 2006.

 

For example, a report by Jiefang Daily says that Putuo District People's Procuratorate received a report about embezzlement4 of public funds by a person named Xu, who was a manager of a local textile enterprise. After investigation5, procurators found that Xu ganged up with Zhao and Fan, who worked in the finance department of the company, to embezzle3 1.7 million yuan of public funds, not including the 6.386 million yuan they gained from the company by fake contracts and fake letters of credit. Last July 11, Zhao was sentenced to 11 years of imprisonment6, and the other 2 suspects were both arrested.

 

Since last June, Shanghai Municipal People's Procuratorate has received 3,730 informer's reports, and 133 cases are being investigated, involving 151 suspects and 330 million yuan.

 

The number of such reports about the funcitional crimes committed by of higher officials has been on the rise. In the first 3 months of 2007 alone, the percentage of such reports was 16% higher than in the same period last year, most of them about the malfeasance of public servants, like embezzlement of procurement7 funds, misappropriation of state property, and seeking personal gain by abusing of one's power.
