Chinanews, Beijing, Sept 13 – In recent years, Chinese procuratorial institutions have handled some major criminal cases related with embezzlement1, bribery2 or malfeasance. From 2003 to June 2007, the government filed 169,159 cases related with functional3 crimes, with 196, 604 people being involved. From 2003 to 2006, such cases that were filed by the procuratorial institutions involved 29 ministerial- and provincial-level cadres, 763 cadres at prefectural level or equivalents, 10,431 cadres at county level or equivalents, and 32,626 cadres at township level or equivalents, the Legal Daily reported.
Recently, an exhibition displaying the achievement the Chinese procuratorial organs had made in fighting against functional crimes was held in Beijing by the Supreme4 People's Procuratorate. The exhibition shows that among various types of functional crimes, embezzlement makes up the largest proportion, followed by bribery and misappropriation of public funds. Of all kinds of malfeasance, most are related with dereliction of duty, followed by abuse of authority. Many of the functional crimes are committed in state-owned enterprises and public institutions. From 2003 to 2006, the embezzlement and bribery cases involved 50.46 billion yuan of illegal money in total. Malfeasance cases caused 43.98 billion yuan of direct economic loss, and resulted in the death of 14,049 people and 2,033 people seriously injured. The "Concluding Remarks" say: "Greed and desire are like fire or water. If one doesn't control one's greed, it might lead one's own destruction." In fact, many criminal cases start from immoral5 activities. If one can't observe moral standards at the beginning, one might eventually become a criminal.
