Chinanews, Guangzhou, Dec. 11 – The new round of officials reshuffle at the provincial1 level will come to an end next month in the 31 provinces, autonomous2 regions and municipalities across China. By then, China will have its new provincial governors, chairpersons of the Standing3 Committees of provincial people’s congresses, new presidents of provincial people's courts and new chief procurators of provincial people's procuratorates. Candidates who will attend next year’s National People’s Congress (NPC) meeting and Chinese People’s Political Consultative Congress Conference (CPPCC) meeting will also be elected this time. The central government has attached great importance to the reshuffle work. The Central Commission for Discipline Inspection4 of the CPC and the Organization Department of the Party Central Committee will send officials to go to different regions to oversee5 the reshuffle work and to make sure that the reshuffle process is fair, democratic and honest, the New Express reported.

 

In different regions, this time’s reshuffle work has taken place at a relatively6 same time. In all the provinces, the reshuffle work is scheduled to wrap up by the end of next January. Many provinces even have held the meetings on the same day. This is very different from previous years. In 2003, for example, the dates for the reshuffle work varied7 greatly from one province to another. In some provinces, the provincial people's congresses were not convened8 until the NPC and CPPCC meetings had concluded. The time span between the two events might be as long as four months. The recent re-election of the CPC committees started at the end of last year and concluded in mid9 this year, the whole process lasting10 for about a year. This time, the central authorities proposed that the provincial reshuffle work should all take place in January. The proposal has laid a good foundation for the upcoming NPC and CPPCC meetings that will be kicked off in March, next year.

 

The central authorities have attached great importance to the ongoing11 reshuffle work. Recently, the Organization Department of the Party Central Committee sent a notification requiring that no irregularities should occur in the election process. Early this month, the central authorities punished Li Junqu, assistant governor of Hebei Province, who was dismissed from office because he had violated Party rules during the election process. In its notification, the central authorities require all other local officials to learn lessons from this event. In order to be elected as the vice12 governor of Hebei, Li made phone calls, sent presents and visited his colleagues and friends in order to win more votes.

 

Another distinctive13 feature for the current reshuffle is that more younger cadres born during the 1960s will be elected as governors of various provinces. In addition, more members from the non-Communist parties will join government leadership along with Communist Party members. Of all the 31 provinces, autonomous regions and municipalities, 24, or 80%, have chosen some non-Communist party members to serve as vice governors.

 

In addition to the reshuffle, all provinces, autonomous regions and municipalities will elect deputies or delegates that will attend next year’s NPC and CPPCC meetings to elect China’s new president, premier14 and chairperson of the National People’s Congress Standing Committee.
