欧盟SIGL系统是欧委会贸易总司专门针对纺织品和服装、鞋类、钢铁产品进口许可管理而设立的“许可证一体化管理系统(Système Intégré de Gestion de Licences简称SIGL系统)”。

  为了适应2005年1月1日纺织品一体化的到来,欧盟部长理事会修订了欧盟纺织品的基础性法规Council Regulation(EC)No 3030/93,并于2004年12月13日正式对外公布了Council Regulation(EC)No 2200/2004。根据该法规,欧盟设立了专门针对中国纺织品出口的单一预先监控体系(Single Prior Surveillance)。

  属于该监控体系范围的纺织品,其进口商要从进口国海关获取监控文本(surveillance document )之后才能获准进口。该监控文本办理时间不超过5个工作日,自动发放,一成员国海关领取即全欧盟关境内通用,有效期半年。各进口商为获取该文本,将向海关申报进口商、出口商和商品的详细信息,并附上提货单、信用证、合同或者其它明确证明进口商将实施进口的商业文书。其中产品的原产地、类别、数量和金额信息将通过欧盟内部的“许可证一体化管理系统(简称SIGL系统)”由成员国海关在第一时间内报给欧委会。

  在SIGL系统内针对中国纺织品的统计有两项,一项是一个月统计一次的月实际出口量,目前只有1月份的数据;另一项是欧盟进口商申请获得的进入欧盟25国市场的进口许可量(注:进口商获得进口许可,也就是获取监控文本,并不代表此产品已经进入欧盟,因为监控文本有效期半年)。该项统计实时更新。

  目前实际进口量的统计不完整并且缓慢。有10个成员国的数据缺失,另有5个成员国上报的是不完整的数据,只有数量或者金额。根据欧洲纺织组织(Euratex)分析,可能是因为SIGL系统统计的国别太多以及启动过于仓促。
