A  There is (are) ~．（在……有~）的句型中的There虽是位于句首，但却不是主语。主语是接在is (are)后面的单词。

但要变成反意疑问句时，There就当主语处置，变成There is (are) ~，isn't (aren't) there?

There is a famous¹ park in your city, isn't there?

你所住的城市有个著名的公园，是吗？
