Recall一般用作动词，表示回忆、回想，跟remember 近义。在这里用作“罢免”，其英文释义是“the procedure by which a public official may be removed from office by popular vote”，即公民通过投票撤消某个官员的职务。例如： He has repeatedly said that the timing³ is not right for recalling the president. (他一再说罢免总统的时间尚未成熟)。文中的recall motion即“罢免案”。
