出于对陈水扁上台以来“施政无方”及亲属、亲信涉及多起弊案的不满,国民党和亲民党于本月初提案罢免陈水扁。台“立法院”6月27日上午就此案进行记名投票,结果由于民进党籍“立委”全部没有到场,只有133名“立委”参加投票,其中同意票119票,不同意票0票,无效票14票。罢免案未获通过。

Only 119 "lawmakers" in the 221-member "Legislative1 Yuan" voted for the recall motion far short of the two-thirds majority, or 148 votes needed to pass the motion calling for a public referendum on whether to oust2 Chen.

Recall一般用作动词,表示回忆、回想,跟remember 近义。在这里用作“罢免”,其英文释义是“the procedure by which a public official may be removed from office by popular vote”,即公民通过投票撤消某个官员的职务。例如: He has repeatedly said that the timing3 is not right for recalling the president. (他一再说罢免总统的时间尚未成熟)。文中的recall motion即“罢免案”。
