这里的“preferential treatment”指的就是“优待、特殊待遇”。“Preferential”的意思是“优先的、特惠的”,后面加上“treatment”即为“优待”。常见的与“preferential”搭配构成的词还有“preferential duty”(特惠关税)、“preferential loan”(优惠贷款)、“preferential price”(优惠价)和“preferential right”(优先权)等。
