基本医疗卫生服务 basic medical care and health

卫生部副部长高强昨天表示，经过一年多的工作，医药卫生体制改革协调小组已经取得很大成效，现已制定出医药卫生体制改革的基本思路和总体框架。最近要广泛征求社会各方面的意见，使方案更加完善，更加适应人民群众的需求。

"All people in urban and rural areas will enjoy basic medical care and health services by 2020," Vice-Minister of Health Gao Qiang said.

"While increasing government responsibility and spending, we will also encourage greater participation¹ of private capital from both home and abroad in the sector," he said.

The reform covers a wide range of subjects including insurance, drug manufacturing, distribution and supervision², and legislation of medical management.

高强说，到2020年要建立一个人人享有基本医疗卫生服务的制度。充分发挥政府在规划、投入、建设和监管方面的作用；同时也鼓励和欢迎国内外的社会资金进入医疗卫生领域，发展和繁荣中国的医疗卫生事业。坚持统筹兼顾，做到医疗卫生服务体系、医疗保险体系和药品供应保障体系同步发展、同步改革。
