China launches electronic passports - Meng Hongwei, vice¹ minister of public security, said at a launching ceremony for the passport that it was designed according to international standards, featuring anti-counterfeiting technology and "intelligent chips" that will bring greater convenience to passport holders².

 

中国启用电子护照——公安部副部长孟宏伟在电子普通护照签发启动仪式上说，该护照是按照国际标准设计的，采用防伪技术，并内置智能芯片，将为持照人带来更多的便利。

 

上面报道中的electronic passport就是电子护照，也叫e-passport、biometric passport, 或digital passport，这种护照是在传统护照的封面或者当中的某一页嵌入电子芯片（digital chip），并将持照人的姓名、性别、出生日期、照片图像、指纹（fingerprint）等丰富的个人信息储存在芯片内。2006年，International Civil Aviation Organization（ICAO，国际民航组织）规定电子护照中必须存储面相特征，指纹及虹膜（iris）可以作为备选。目前大部分国家采用面相识别（facial recognition）。

 

此次签发的电子护照是普通护照，即公民因前往外国定居、探亲、学习、就业、旅行、从事商务活动等非公务原因出国的护照，正式称呼叫ordinary passport/regular passport，一般直接称passport。在中国，普通护照又可分因公普通护照（passport for public affairs）和因私普通护照（passport）。中国护照种类还包括official passport/service passport（公务护照）、和diplomatic passport（外交护照）。大陆居民去香港或澳门需办理Exit-Entry Permit for Travelling to and from Hong Kong and Macao（港澳通行证），也叫Two-way Permit。
