As non-administrative license¹ examinations and approvals were abolished last month, the bizarre certificates like the one that "proves your mother is your mother" should finally disappear from people's lives. 

随着上月“非行政许可审批”的彻底终结，类似“证明你妈是你妈”这样的奇葩证明按理应该逐渐退出人们的生活。

 

非行政许可审批，是指由行政机关实施的除行政许可审批事项外的其他审批事项，一度被称为制度的“灰色地带”（grey zones）。终结非行政许可的意义在于将“审批型政府”（approval-oriented government）转变为“服务型政府”（service-oriented government）。

 

但据报道，目前只有浙江、广东等11个省份宣称完成了对非行政许可的省级清理。市县一级（city and county-level authorities）完成清理的比率更低。专家称，在全国范围内，奇葩证明（burdensome and unreasonable² certificates）还将至少残存两年（survive for two more years）。

 

取消非行政许可审批，应制定权力清单（power lists），划定政府权力、责任和义务的边界（define their power, responsibilities and obligations），并设立问责机制（accountability mechanism³）来监督非行政许可审批事项的清理工作。
