文中的administrative ranking就是指“行政级别”，在这里包括学校和行政干部的级别，例如充斥在“副部级”高校中的“正局级”领导等等。温总理此番提出，应由educationalist（教育家）办学。此外，我国还将着力解决education imbalance（教育不公平）、academic corruption²（学术腐败）等问题。

我国近年来出台了一系列促进quality-oriented education（素质教育，与之相对的则是exam-oriented education应试教育）、 减轻学生academic workload（课业负担）、提高教师待遇的政策，例如compulsory education（义务教育）阶段的教师首批实行merit pay（绩效工资）。我国还承诺在2012年education spending（教育支出）将占到GDP的4%。
