Authorities in central China are looking into charges that residents looking to petition the government have been held and mistreated in local "discipline centers."

 

河南省当局正在调查将上访者拘禁在当地的“训诫中心”进行虐待的控诉。

 

这种discipline center（训诫中心）是针对Beijing-bound petitioners¹ not going through the proper channels（非正常赴京上访者）设立的，目的是阻止他们上访。河南省已派出9支supervision groups（督察组）和两支undercover investigation² teams（暗访组）进行调查。

 

这种训诫中心是被一个市民在微博上揭露出来的，不少网友质疑其为another form of reform through labor（“新型劳教所”）。
