近日，交通运输部、中央宣传部、中央网信办、国家发展改革委、公安部、人力资源社会保障部、国家市场监督管理总局、中华全国总工会联合印发《关于加强交通运输新业态从业人员权益保障工作的意见》。

 

The guideline said ride-hailing companies must inform drivers of the amount of commission the platform takes after each transaction.

意见明确，每次订单完成后，网约车平台企业应列明该订单总金额中的抽成情况。

 

The companies are urged to engage in voluntary communication with local trade unions and industry associations and set a reasonable cap on the percentage ride-hailing platforms can take from drivers' fees.

网约车平台企业加强与经营服务所在地工会组织、行业协会的沟通协商，合理设定抽成比例上限。

 

The platforms are also required to solicit¹ opinions from drivers, trade unions and industry associations before making or adjusting pricing and income distribution plans, which will be made public a month prior to their implementation².

平台企业在确定和调整计价规则、收入分配规则等经营策略前，公开征求从业人员代表及工会组织、行业协会的意见，并提前一个月向社会公布。

 

The guideline also asked companies to set reasonable working hours for drivers' and discouraged the platforms from introducing incentive³ policies that encourage long working hours.

意见同时要求平台企业科学确定驾驶员工作时长，不得以奖励等形式引诱驾驶员超时劳动。

 

The platforms are encouraged to take part in pilot programs of occupational injury insurance to ensure that drivers are protected while working for the platforms.

意见提出，鼓励网约车平台企业积极参加职业伤害保障试点，为网约车驾驶员在线服务期间劳动安全提供保障。
