Oct.28 - The formation process of Hu Jintao's report to the CPC's 17th National Congress, held earlier this month, was revealed on Saturday.
Formation of the report has been a process of soliciting2 views from a wide range of sectors3, pooling wisdom and reaching consensus4. It serves as an example of the socialist5 democracy, said sources with the CPC. In October 2006, the 16th Central Committee of the Communist Party of China (CPC) decided6 to hold the Party's 17th National Congress in the second half of 2007. In December 2006, the Political Bureau of the 16th CPC Central Committee decided to set up a special work group headed by General Secretary Hu Jintao to draft the report. The guiding principles for drafting the report was also established. Members of the drafting group included leaders of central government departments, armed forces and local governments, as well as experts and scholars. On March 2, 2007, theme of the report was fixed7 at the fourth plenary session of the drafting group. The drafting group had held more than 100 meetings, including 10 plenary sessions, to draft the report and make revisions in around 10 months. "Investigation8 and research" had run through the whole drafting process. In October 2006, 36 departments and institutions were asked to conduct researches on 20 key subjects, including the Scientific Outlook on Development, harmonious9 society, major achievements and experience of reform and opening up, and objectives of economic and social development in 2020. Hu Jintao presided over 12 meetings to hear reports by research groups. The drafting group members also conducted two rounds of extensive research across the country: one between December 19-29 last year and the other in late April this year. "Extensively soliciting suggestions" and "pooling wisdoms" from Party and non-Party members are featured in the drafting process, said the sources with the CPC. On June 25, 2007, Hu Jintao delivered a speech on major issues included in the report to the CPC's 17th National Congress when addressing a senior course for ministerial officials and provincial10 heads at the CPC Central Committee's Party School. After making revisions, the draft report was issued to central and local government departments, non-Communist parties, federations11 of industry and commerce, people without party affiliation12 and some senior Party cadres on July 11 to solicit1 opinions. On August 30, the Standing13 Committee of the Political Bureau of the 16th CPC Central Committee met and discussed the revised report after major revisions incorporating the suggestions were made. On October 12, the 16th CPC Central Committee discussed and approved the draft report at its 7th plenum, and decided to submit the report to the Congress for deliberation. Based on the views and suggestions of delegates to the Congress, further revisions were made to the report.
