为治理行人以及非机动车闯红灯的“顽疾”，从6月1日开始，江苏省泰州市交通部门在市区几大红绿灯路口，采取“拉绳子”管理的方法：红灯亮时，拉起绳子；绿灯亮时放下绳子。调查发现，该“笨”方法对于治“闯红灯”顽疾确实收到了较好的效果。

The new method introduced in the city's downtown area requires traffic wardens² to pull a rope across the pavement when the pedestrian's red light is on, to keep back pedestrians³ and bicyclists. When the light switches to green, the rope is pulled away.

这一新举措在该市城区实行，要求交通协管员在行人红灯亮起时拉起绳子阻断人行道，以阻止行人和骑自行车的人通过。等绿灯亮的时候，就放下绳子。

上面的报道中，traffic warden¹就是“交通协管员”，英文中的定义为A traffic warden is a member of civilian⁴ staff employed by the police force to assist in regulating the flow of traffic（交通协管员是受雇于公安部门来帮助维持交通秩序的编外员工）。也就是说，traffic warden只是协助维持交通，并不像traffic police（交警）那样拥有ticket someone（给某人开罚单）的权力。

另外，“街道停车管理员”也可以用traffic warden来表示。Warden这个词常见的意思是“监狱长”，经典“越狱”片里都会有这样的一个角色。在很多短语中，warden基本都充当“巡查”的角色，比如：game warden（狩猎巡查警），air warden （(空袭时检查街道防空设施的)民防队员）等。
