2007年1月29日 法国环境服务企业拟在华拓展回收业务


法国集团威立雅环境服务公司(Veolia Environmental Services)表示,将扩大在中国的纸张回收与废金属业务,以利用中国市场的巨大需求和相对于其传统市场较为有利的废品定价。

Veolia Environmental Services, the French group, says it is expanding its paper recycling and scrap-metal businesses in China to take advantage of huge demand and favourable1 relative pricing of the waste products compared with its traditional markets.

威立雅还将加大对中国电脑和电子产品(即"电子垃圾")回收设施的投资。威立雅是全球废品处理与回收的领军企业。

The company, a global leader in waste treatment and recycling, is also increasing investment in facilities for local recycling of computers and electronics goods, known as "e-waste."

威立雅驻北京的亚太区首席执行官穆桥石(Jorge Mora)表示:"回收将成为我们在中国的一个主要产业。"

"Recycling will become a major industry for us in China," said Jorge Mora, the company's chief executive for Asia, based in Beijing.

由于张茵的成功,回收业务在中国的形象有所改观。张茵在一项调查中被评为中国首富,废纸业务使她拥有了47亿美元净资产。

The recycling business in China has received a boost in its profile through the success of Zhang Yin, judged to be the country's richest person in one survey, with a net worth of $4.7bn from her wastepaper business.

张茵通过目前在香港上市的玖龙纸业公司(Nine Dragons),于90年代初开始在美国收废纸,然后将其运往中国进行回收利用,制成纸板箱。

Through her Nine Dragons company, now listed in Hong Kong, Ms Zhang began collecting wastepaper in the US in the early 1990s and sending it to China for recycling into cardboard boxes.

威立雅这类企业有可能通过从欧洲进口废品而获得高额利润。在欧洲,垃圾的供给远远超过生产再生产品的需求。

Companies such as Veolia can potentially secure high margins2 by importing waste from Europe, where supply of rubbish far overwhelms demand for the use of the recycled product.

欧洲更严格的环境法规也意味着,一方面,企业清除垃圾可以获得报酬,另一方面,当它们在中国这样的国家出售这些再生材料时,又会再次获得报酬。 Europe's more stringent3 environmental regulations also means that companies are paid to get rid of the rubbish at one end of the chain, and paid again when they sell the recycled materials in countries like China.

China's large trade surplus with Europe adds another potentially profitable dimension to the business, as most cargo4 ships returning to China are relatively5 unfilled, making the transport cheaper.

"The boats are coming back half empty, so we hope to take advantage of that," said Mr Mora. In some cases, for wastepaper for example, it can be cheaper to ship it to China than send it over rail or road in Europe.
