17日早晨8时30分，港中旅国际旅行社组织的25名游客搭乘美联航UA880飞赴夏威夷，拉开赴美国旅游大幕。自17日开始，北京市旅行社组织的赴美游首发团陆续出发，中旅、康辉国旅、国旅总社、中青旅以及港中旅组织的近300市民抢先一步美国尝鲜。

    The two governments signed a memorandum¹ of understanding (MOU) last December, which allows Chinese tourist groups to travel in the US.

    两国政府在去年十月签署了一份谅解备忘录，允许中国公民组团赴美旅游。

    The MOU saw the US granted "Approved Destination Status" after years of negotiation², making it the 134th country on China's approved list.

    随着该谅解备忘录的签署，美国终于在几年的协商之后开放成为中国第134个“公民出境游目的国”。

    上述报道中，Approved Destination Status就是我们所说的“公民出境游目的国”，也叫Authorized Destination Status，简称ADS。 memorandum of understanding是“谅解备忘录”，由此衍生，“合作备忘录”就是memorandum of cooperation了。
