今年以来，全国共有20个省份和新疆生产建设兵团发生洪涝灾害。截至6月15日12时，全国农作物受灾面积2274千公顷，成灾1100千公顷，受灾人口3856万人，因灾死亡169人，失踪52人，倒塌房屋12.57万间，直接经济损失260亿元。面对重大汛情，国家防总紧急启动防汛Ⅳ级应急响应。之后几天，又连续提升防汛应急响应至Ⅱ级。民政部也于日前启动三级“国家灾难应急响应体系”。

    More than 18 million people in Zhejiang, Anhui, Jiangxi, Hubei, Hunan, Guangdong Guizhou and Yunnan provinces, and the Guangxi Zhuang autonomous¹ region have been hit by the floods. And about 1.3 million people have been moved to safer places in those places, the Ministry² of Civil Affairs said.

    民政部表示，洪水已使浙江、安徽、湖北、湖南、广东、贵州、云南、以及广西壮族自治区等地1800多万群众受灾。这些受灾地区已有130万群众被转移到安全地带。

     The ministry raised thenational disaster emergency response system to level-III late on Saturday and dispatched teams of officials and experts to the affected³ areas to help with relief work.

     民政部于上周六将国家灾难应急响应系统提升到三级，并派官员及专家小组赴灾区协助救灾工作。

    上述报道中，the national disaster emergency response system就是“国家灾难应急响应体系”，共分四个级别（Level I--IV），一级为最高，四级为最低。而我们常说的“预警机制”是pre-warning system, 一般用三种颜色表示不同级别，由低到高分别为yellow，orange，and red pre-warning system。
