  In accordance with the relevant provisions of the Constitution of the People's Republic of China and the Electoral Law of the National People's Congress and Local People's Congresses of the People's Republic of China, the Fifth Session of the Ninth National People's Congress makes the decision on the number of deputies to the Tenth National People's Congress and the election of the deputies as follows:

  1. The number of deputies to the Tenth National People's Congress shall not exceed 3,000.

  2. The number of deputies to the Tenth National People's Congress to be elected from the provinces, autonomous1 regions and municipalities directly under the Central Government shall be as follows:

  One deputy shall be elected from among 960,000persons in rural areas and one from among 240,000persons in urban areas.

  The number of deputies to be elected from the provinces and autonomous regions with a especially small population shall be not less than 15.

  3. The number of deputies to the National People's Congress to be elected from the Hong Kong Special Administrative2 Region shall be 36, and the number of deputies to the National People's Congress to be elected from the Macao Special Administrative Region shall be 12. According to the provisions of the Electoral Law, the Measures for Election of the Deputies shall be separately formulated3 by the National People's Congress.

  4. For the time being, 13 deputies representing Taiwan Province shall be elected from among people of Taiwan origin in the other provinces, autonomous regions, and municipalities directly under the Central Gov3ernment and in the Chinese People's Liberation Army. Reservations shall be made for the remaining number of deputies that should be elected in accordance with law.

  5. Two hundred and sixty-five deputies to the National People's Congress shall be elected from among the Chinese People's Liberation Army.

  6. The number of deputies to the National People's Congress to be elected from among the minority nationalities shall be in the neighborhood of 12 percent of the total number of deputies to the National People's Congress.

  A minimum of one deputy to the National People's Congress shall be elected from each of the minority nationalities that has a very small population.

  7. Thirty-five deputies representing overseas Chinese shall be elected to the National People's Congress from among those overseas Chinese who have returned to the motherland.

  8. Among deputies to the National People's Congress, women shall take up a proportion higher than that to the Ninth National People's Congress.

  9. In order to guarantee an adequate representation for areas with a very small population, for minority nationalities that have a very small population and for areas where there is a large concentration of influential4 people in various fields of endeavor, a certain number of deputy positions shall be reserved from the total number of deputies to be elected to the National People's Congress, so that the Standing5 Committee of the National People's Congress may allocate6 these positions according to circumstances to the relevant provinces, autonomous regions, and municipalities directly under the Central Government for election.

  10. Deputies to the Tenth National People's Congress shall be elected by the end of January 2003.
