Chinanews, Beijing, May 30 – After 50 years of practice, China has set new standards for the year of cultural relics1 that are forbidden to be exported. In the past, relics that were produced before 1795 (or the 60th reigning2 year of the Qianlong Emperor in the Qing Dynasty) were disallowed3 to be exported. The new regulation moves the year further back to 1911, stipulating4 that any relics produced before 1911 are not allowed to be brought outside China.
The statement was made by Shan Qixiang, director of the State Administration of Cultural Heritage on Tuesday. Shan said the new regulation had been presented to the Ministry5 of Culture for approval, the Beijing Stardaily reported.
China sets no limitation on the kind of cultural relics to be imported. However, it sets strict limitation on the relics that can be exported. According to related regulation, all Chinese relics are divided into two kinds: those that are disallowed for export and those that can be exported under limited conditions. The kind of relics that are forbidden to be exported include precious relics, relics whose export might damage national fame or national integrity, relics whose export might cause border conflicts and relics whose export might bring negative political influence.
“The new regulation sets the year limit back to 1911 and all relics made before that year are prohibited to be exported,” said Shan. Furthermore, important relics made before 1949 are also disallowed to be brought outside China. In order to protect relics made by ethnic6 minorities, the new regulation stipulates7 that relics produced by ethnic minorities before 1966 are disallowed to be brought outside China.
