从全国政协十一届二次会议提案组获悉，截至3月2日17时，大会已收到委员提案296件。大会提案组办公室工作人员介绍，从目前收到的提案看，财贸金融、城乡建设、政治法律、医药卫生、人事福利、教育等方面是委员们关注的热点。此外，文化宣传、科学技术、农林等也受到委员们的关注。

Chinese political advisors¹ are proposing the country complete its social security network and make it accessible to all elderly people.

政协委员们建议国家进一步完善社会保障体系，使所有的老人都可以从中得到保障。

The proposal, by the Central Committee of the China Democratic League, says that the country's economic development has been seriously affected² by the financial crisis, which has in turn had a negative impact on the country's aging population.

该提案由民盟中央委员会提出，提案表示，国家经济发展深受经济危机影响，进而使我国的老龄人口也受到不利影响。

上面的报道中，proposal就是我们在每年的“两会”期间听得最多的那个词“提案”。Proposal是名词形式，其动词形式为propose（提议、建议）。开会时，我们可以make a proposal（提出建议），withdraw a proposal（撤回提案），甚至通过某种程序来veto a proposal（否决提案）。

Proposal和propose还有“求婚”的意思，比如：Tom made a proposal/proposed to Mary yesterday, but he was declined unfortunately. （汤姆昨天向玛丽求婚，但是不幸被拒绝了。）
