Chinanews, Shanghai, May 25 – Six renowned1 professors recently made a proposal to the central government suggesting to set up a special economic region at the Yangtze River Delta2 region. In their proposal, they say that in order to rev3 up the integration4 process in the Yangtze River Delta, the central government should consider expanding the administrative5 area of Shanghai and set up a special economic region in the Yangtze River Delta region.
The six professors are Lu Xiongwen, director of the School of Management at Fudan University; Jiang Qingyun, head of the Marketing6 Department at Fudan University; Sun Yimin, vice7 director of the School of Management at Fudan University; Wang Yuzhe, executive vice president of the University of Hong Kong; Tao Zhigang and Shao Qifa, both from the School of Business Administration at the University of Hong Kong.
The Shanghai-based Xinmin Evening News website on Wednesday posted a piece of information about the State Development and Reform Commission (SDRC) responding to the professors' suggestions. According to SDRC, at present there is no need for China to set up a unified8 special administrative region in the Yangtze River Delta region. In addition, SDRC does not agree to the allegation that the economic strength of the Yangtze River Delta has now surpassed that of the Pearl River Delta region.
The six professors has recently finished a report titled "Research on the Integration and Transformation9 of the Yangtze River Delta Region", which the six professors took three years to finish. The report was made after investigating 16 economically prosperous cities in the region and interviewing many middle-level and senior managers in 29 industrial sectors10 in the Yangtze River Delta region. In the end, they obtained 2,404 effective sampling results. The report concludes that at present, the economic strength of the Yangtze River Delta has now surpassed that of the Pearl River Delta, which has made the Yangtze River Delta region become China’s economic center again, a person in charge at the Fudan University School of Management said.
The person said that the six professors had suggested to expand the administrative area of Shanghai and to set up a special economic zone in the Yangtze River Delta region. Their suggestions were based on in-depth discussions and researches. Previously11, Guangdong once invited some professors from the University of Hong Kong to make a research report to discuss the integration and development issue in the Pearl River Delta region. Such report will reflect the development in the Pearl River Delta region through the eye of Hong Kong professors. Similarly, this time, we have made the report in order to view the development of the Yangtze River Delta region from the perspective of Shanghai. We believe that the report is, to some extent, an authoritative12 one, the person from Fudan University said.
On Wednesday afternoon, the Xinmin Evening News website interviewed an official from the State Development and Reform Commission to consult their viewpoints about the issue. The official said that setting up a unified administrative region will not be the only choice in promoting the integration of the Yangtze River Delta region. Based on the current situation, it is not necessary to combine Jiangsu, Zhejiang and Shanghai to become a unified administrative region, SDRC official said.
In addition, the official also indicated his disapproval13 of the allegation that “based on economic indexes, the economic strength of the Yangtze River Delta region has already surpassed that of the Pearl River Delta region”. According to this official, there are 16 cities in the Yangtze River Delta region. So it is not surprising that the whole economic output in the region is more than that of the Pearl River Delta region. However, if we look at the per capita indexes, the situation will probably vary from case to case. So we can not jump to the conclusion that the Yangtze River Delta region has already surpassed the Pearl River Delta region, the official said.
