Chinanews, Beijing, July 12 - Chen Jianzhou, Assistant Minister of Commerce, said that the Ministry1 of Commerce is planning to establish a series of new regulations, covering finance, banking2, insurance, import and export, taxation3, etc, to encourage Chinese small and medium-sized enterprises to go out and take part in the building of overseas economic zones.
By the end of 2005, the Ministry of Commerce released its plan of building several overseas cooperative economic zones, which will offer a chance for small and medium-sized enterprises to make joint4 investment abroad. The cooperative economic zones will also help to reduce the cost of Chinese enterprises, as they will take part of the responsibility of collecting information – and this is a more effective way of doing so -- for Chinese enterprises. Besides, "going out" is a necessary step for Chinese enterprises to form a complete industrial chain.
