Chinanews, Beijing, Aug 31 – Chinese government has recently decided1 to allow mainland people to buy the stocks of Hong Kong, and designated Bank of China's branch office in Binhai Xinqu in Tianjin as a trial base to carry out the service. Vice2 governor of the People's Bank of China Su Ning said on Wednesday that such service would not facilitate money laundering3 activities.
The People's Bank of China, China's central bank, has been working hard to fight against money laundering activities according to the related regulations. China is gradually expanding the investment range for Chinese people to make investment at overseas market. Since all this money will flow out of China through legal channels and be strictly4 supervised, the service will not facilitate money laundering activities, Su said at a press conference on Wednesday.
In making investment abroad, Chinese citizens should submit their real names in registration5. In June this year, the People's Bank of China and the Ministry6 of Public Security had linked their database bank together with regard to Chinese people's identification information. Anyone who tries to open an account through a false name can be easily identified, Su noted7.
In addition, he said, the financial institutions that provide such service also have the duty to implement8 the anti-laundering law and report all big or suspicious money transfers to the central bank. In this way, all money that flows out of China will be put under supervision9. The central bank will inspect the work of these banks from time to time to see how well they have done in this aspect, the vice bank governor said.
With regard to underground banks, Su said they are illegal in China. In recent years, the People's Bank of China and related authorities have worked hard to crack down these underground banks. However, it might be possible that some underground banks still exist in China. In future, the People's Bank of China will continue to work with departments concerned to fight against underground banks and to prevent illegal money from flowing into the market.
