Chinanews, Shanghai, Sept 13 – At present, China's strategic oil reserves have reached between 2-3 million tons. China intends to increase its oil reserves to 12 million tons by 2010, said Chen Deming, vice1 director of the State Development and Reform Commission. Experts say this is significant to China's energy security, the Shanghai Securities Journal reported.
Chen made the remarks at the recent U.S.-China Oil and Gas Industry Forum2. The forum is held once every year when Chinese and US energy experts will discuss a series of energy issues at the forum. Right now, international oil prices are hovering3 at a high level, which is not a good time for China to increase its oil reserves. However, in the next few years, China will gradually increase its oil reserves. At present, China's oil reserves are between 2-3 million tons. China plans to increase its oil reserves to 12 million tons by 2010, Chen noted4. He said that by 2010, China's crude oil reserve might reach the one-month import volume as suggested by IEA, while by 2020, it might reach the three-month import volume as suggested by the International Energy Agency (IEA). In 2003, China started to build four oil reserve bases in Zhenhai, Zhoushan, Huangdao and Dalian. According to related plan, when construction of the four oil reserve bases is completed, China's strategic oil reserves will reach the dozen-day import volume. If China's commercial oil reserves are included, its total oil reserves will reach the 30-day crude oil import volume. So far, the Zhenhai and Zhoushan oil bases are near completion. The two oil bases started to store oil in 2006 and during the first half of this year, respectively.
