Chinanews, Beijing, Sept 14 – Although China will eventually encounter labor1 shortage problem due to its rapid economic growth, at present the country still has surplus labor resources and the situation will remain in the short run, the World Bank (WB) said on Wednesday on its recent Quarterly Economic Report.
At present, some coastal2 provinces in China (including Guangdong) report a labor shortage problem. As a matter of fact, the problem only occurred in some enterprises and some industrial sectors3 there. Today, as migrant workers know more about wage and remuneration issues and as they move more easily than before, regions and industrial sectors, which previously4 offered migrant workers low wages and remuneration, have to raise their salaries and improve their living conditions these days, the report says.
The floating population in rural areas is not the only source of labor supply. Rather, the labor supply situation is affected5 by such factors as population change, population behavioral change, and policy issues.
“The government can somewhat solve the labor shortage problem with a series of policy changes,” the report says. With the abolishment of the Hukou (permanent residential6 permit) system and with the government's guarantee that the floating population in cities can enjoy the same education, medical and social security resources as the city dwellers7, more and more people will be encouraged to come to work in cities and thus increase the labor supply. In addition, as the productivity is further raised in rural areas, more and more farmers can leave their land and go to large cities to find a new job, thus solving the labor shortage problem in cities.
