China to apply sueing procedure to resolve trade dispute with US |

Chinanews, Beijing, Sept 26 – Recently, China applied1 sueing procedure in an attempt to resolve trade conflicts with the United States. On Tuesday, an official at the Bureau of Fair Trade for Imports and Exports under the Ministry2 of Commerce said that China had always tried to resolve trade conflicts through bilateral3 negotiations4. However, as China could not get a satisfactory result through negotiations with the United States, China’s decision to use multilateral dispute settlement mechanism5 to resolve the issue thus became appropriate.
On September 14, China applied to use multilateral dispute settlement mechanism to resolve the trade dispute resulting from US anti-dumping investigation6 against Chinese art paper. This is the first time that China independently initiated7 the WTO multilateral dispute settlement mechanism.
Insiders say the measure might be in retaliation8 for the repeated pressure imposed by US on Chinese goods. China and US might trigger another round of trade wars.
In response to such allegation, the official said that as a WTO member, China had the right to apply multilateral dispute settlement mechanism to resolve its trade disputes. The mechanism also serves as a common way for WTO members to resolve trade disputes among themselves. As the United States has failed to demonstrate its willingness to resolve the trade dispute with China through negotiations, applying for the use of the multilateral dispute settlement mechanism to resolve the dispute thus has become an appropriate choice for China, the official noted9.
