Chinanews, Beijing, Oct 10 – In recent years, Chinese people's living conditions have improved greatly. The urbanites' per capita housing floor space has increased from 23.6㎡ in the past to the current 27㎡. As China is further implementing1 the low-rent system and other housing policies, it is expected that more and more middle- and low-income earners in cities can have a house of their own in future, CCTV reported.

In 2003, Chongqing municipal government issued a policy which stated that poor people with living space less than 6㎡ could apply to the local government for either renting a house at low cost or receiving the housing subsidy2. By the first half of this year, about 27,100 poor families had obtained government approval in their application for living in government-built low-rent houses. Right now, the government is building 3,000 more low-rent houses for the poor.

Apart from Chongqing, 586 other Chinese cities have also set up the low-rent housing system, accounting3 for 89% of all cities in China. In 2007, governments at various local levels plans to allocate4 about 7.94 billion yuan for building houses for the poor, an amount exceeding the total allocation before 2006. In last August, the State Council issued a policy urging local governments to solve low-income earners' housing problem through various channels. It requires that by the end of the Eleventh Five-Year Plan period (2006-2010), there should be an obvious progress in solving the housing problem for low-income earners in cities.

By the end of last year, China had built affordable5 housing with a total floor space exceeding 1.3 billion square meters. About 16.5 million low- and middle-income earners had moved into these houses.

By the end of the first half of this year, the total amount of housing fund social insurance reached 1.4 trillion yuan. About 42 million urban workers have been able to improve their living conditions with the housing fund social insurance.
