China's fiscal revenue to increase by 1 trln yuan this year

Chinanews, Beijing, Oct 23 – China's fiscal1 revenue is expected to increase by one trillion yuan this year. However, China's fiscal deficit2 will not be offsetted by such a rapid growth in fiscal revenue for the present, said Jia Kang, director of the Financial Science Research Institute under the Ministry3 of Finance.

 

He made the statement when attending the China Macro Economic Forum4 for the Autumn Season held in Shanghai. The forum was jointly5 held by the Financial Research Institute under the Chinese Academy of Social Sciences and the Shanghai Municipal Government Development Research Center, the Shanghai Securities Journal reported.

 

During the first half of this year, China's fiscal revenue increased by 600 billion yuan. Five major factors had contributed to the growth: (1) commodity prices rose in China this year; (2) some of the revenue increase was boosted by revenue gains in the second and tertiary industries; (3) China's trade volume had also played a role in fiscal revenue increase (in China, trade volume usually contributes to about 30% of the fiscal revenue every year); (4) China's fiscal revenue increase resulted from a greater efficiency; (5) there were many aspects where the current fiscal revenue collection work hadn’t covered and yet ought to cover. However, to further strengthen the revenue collection work, China needs to add more input6 to it. At present, China's fiscal deficit will display the structural7 problem as it is now. In future, China will try to solve this structural problem by adding input in some industrial sectors8 to boost their development and decrease the input in other industrial sectors. However, for the next few years, fiscal deficit will remain, although the amount will decrease year on year, Jia noted9.

 

Although economic growth had reached 11.5% for the first half of the year and might touch 11% during the second half, Jia stressed that China had not entered into a period where economy became overheated and there was an overall inflation. While economic growth rate remains10 high for the present, there are no signs that such high economic growth will fall in future. With proper government measures, it can be expected that the period in which China maintains a high economic grow will be extended, said Jia.
