Chinanews, Beijing, Dec. 10 – For people working in different industrial sectors1, their earnings2 vary greatly. It has become a common scene in China, especially during the past decade when more money tend to flow to people working in capital- or technology-intensive sectors and new industrial sectors, while people working in traditional industrial sectors that involve less capital and much labor3 resource earn less today, the People's Daily reported.
“It is quite a natural thing that income disparity might exist in different industrial sectors. However, when such difference continues to grow and exceeds a certain level, we should be alert to it,” said Yang Yiyong, deputy chairman of the China Labor Association. In 2000, people working in the industry that had the highest income made an average salary 2.63 times the income made by people working in the industry with the lowest income. By 2005, however, such income difference had widened to 4.88 times and it is still growing. According to international standards, income difference between different industries should not exceed three times. If income difference exceeds the alerting line, regulatory measures will then be needed, Yang said. According to information released by the Ministry4 of Labour and Social Security, currently, the average income of people working in power, telecommunications, finance, insurance, and liquor- and cigarette-making industries is 2-3 times the average income made by people in other industrial sectors. If subsidies5, benefits and other non-wage income are taken into consideration, the gap might be as large as 5-10 times. “Although people working in computer service industry should make a high income, generally speaking high income often occurs in monopoly industries, including finance, telecommunications and power generation. It is these industries that have helped widen the income gap among people and the high income they offer to their staff has aroused great controversy6 in society,” said Yang.
